Quota, pipeline, logo. People work is extra credit until someone opens a program. Then the extra credit overfills. Design for that contradiction instead of arguing about values.
Appetite is not a system
Filled cohorts prove demand. They do not prove you can run the next four without the champion who posted the invite. Demand without a path is how Slack stays the LMS.

The person fielding asks may be leaving, or may not own budget. Attach the path to a durable owner before you celebrate the waitlist.

What to offer without waiting for the culture.

What good looks like. Recommendation, not a benchmark: the next cohort has an owner who is not the only person who can field a request, and a sales leader can name the path without calling it a nice-to-have. If the only change is a longer Slack backlog, you proved appetite and built nothing.

Treat that as proof of latent demand, not as proof the culture already values the work. Sales-first shops often dismiss the skill in language and still fill every cohort you open. Design for the fill, not for the poster.
Is this the same as an L&D team of one?
No. A team of one is a staffing constraint on the People function. This page is a culture constraint: the company still calls the work optional even when two people are drowning in requests at a few-thousand-person shop. Overlap exists.
