Nomination vs open enrollment is an access policy: who is invited, who is waitlisted, and how you calibrate so coaching is fair and HiPo-safe. It is not a utilization worksheet. The rule you pick decides whether people read coaching as a growth benefit or as a private ranking.

If you have not decided whether coaching is a benefit or a talent system, start there. That choice owns eligibility. This page stays on the access rule inside that choice: open door, named list, or a hybrid with a real waitlist.

A HiPo list without a calibration is a rumor with a budget.


The Job

What nomination vs open enrollment decides.

Open enrollment says anyone in the eligible population can book. Nomination says a named group gets a seat this cycle, and everyone else waits or uses a different room. Both can be fair. Both can be cruel. Fairness lives in the criteria and the conversation, not in the label.

Open Enrollment

When open enrollment is the fair rule.

Use open enrollment when the company story is "leaders at every level get a coach." That is a benefit posture. People book because they want the work, not because a committee picked them. SCALE is built for that door: 1:1 coaching people can book without a guest list.

Open enrollment still needs a population. "Everyone" that includes people managers and skips individual contributors is a population. "Everyone with a laptop" is a different product. Write the population. Then stop ranking inside it.

Nomination

When nomination is the fair rule.

Use nomination when the seat is scarce, the work is a designed transition, or the sponsor will only fund a named wave. First-time directors, a promotion slate, a function that just inherited people-leadership. Nomination is honest when the criterion is a job change, not a vibe.

Nomination is unsafe when it is only the people already in trouble, or only the people already loved. The first pattern turns coaching into a file. The second turns it into a club. HiPo-safe means a stretch nominee can say yes without advertising a target on their back, and a support nominee can say yes without advertising a problem.

Calibration

Write the criteria before the names

Scope change, a coming promotion, a first team, a role that now runs through other managers. If the criterion is "people we like," stop. Like is not a policy.

Put the list in a calibration room

HRBPs and function leads look at the same criteria. One person cannot fill the slate from memory. This is the same discipline you use for promotions, not a secret HiPo club.

Give every nominee a sentence they can hear

"You are in because you just took a team" is fair. "You are in because we are worried about you" is a performance plan wearing a coaching badge. If the reason is stretch, say stretch. If the reason is support, say support and still keep the session private.

Tell the people who are not in this wave

Silence reads as a ranking. A waitlist date and the next calibration window is access policy. An unused-seat dashboard is not.

Program-level visibility (who is in, who is waitlisted, whether a hold exists) is ops. Session content is not. Repeat the line from coaching confidentiality. Nomination does not buy the manager a transcript.


Waitlist

Waitlists that stay HiPo-safe.

A waitlist is a date and a reason. "Next calibration is in Q2. You are on it because we cap this wave at the seats we can operate." That sentence protects the people who did get in. They are not a ranking. They are this cycle.

Do not publish a score. Do not tell a HiPo they were "close." Close is a ranking. If you are still choosing the first buy, the population and kill-criteria belong on pilot design for a first coaching buy.

HiPo-safe test: could a nominated person forward the invite to a peer who was not picked, without shame? If not, rewrite the reason or change the mix of the wave.
